Clearing and settlement is the backbone of the financial markets, providing finality and mitigating counterparty risk. Like the rest of the industry, established infrastructures are facing the combined threat of new entrants, new technologies, enhanced regulatory oversight and new ways of thinking. Traditional clearing networks are coming under pressure from emerging business models, such as those based on DLT, as well as increased regulatory reporting requirements and an ever-expanding set of participants and asset classes. New instruments, including OTC derivatives, have moved into the “centrally cleared” world.
As the market changes, both incumbent and “challenger” market infrastructures face an ever-evolving risk landscape, with cyber risk and increased interconnectivity becoming more prominent. Effective regulation, and more active cross border regulatory coordination, is more important than ever.
